New FASTag Rules (Nov 1):Updates regarding new local pass rules and eligibility

The Ministry of Road Transport and Highways (MoRTH) and the National Highways Authority of India (NHAI) have formally notified the Concessional Local FASTag Pass under the National Highways Fee Rules, 2026.

Here is everything you need to know about the eligibility, fee structure, and application guidelines:

📌 Key Highlights & Fee Structure

Location of Toll PlazaAnnual FeeCoverage
Outside Municipal / Local Town Limits₹1,500 per yearSingle designated toll plaza
Within Municipal / Local Town Limits₹3,000 per yearSingle designated toll plaza
  • Validity: Valid for 1 year from the date of issue (rates subject to annual revision on April 1).

  • Option: Eligible users can choose between this new annual pass or the existing monthly local pass.

🚗 Eligibility Criteria

To qualify for the concessional pass, commuters must meet the following criteria:

  1. Distance Requirement: The owner's registered address must fall within a 20 km radius of the specific National Highway (NH) toll plaza.

  2. Vehicle Type: Exclusively applicable to private, non-commercial vehicles (cars, jeeps, vans).

  3. Active FASTag: The vehicle must have an active, functional FASTag linked correctly to its registration details.

🚫 Where the Concessional Pass DOES NOT Apply

  • Alternative Routes Available: If a service road or alternate route is available for local travel around the plaza, the pass will not be issued.

  • Closed Toll Systems: Expressways or highways operating under closed (distance-based) toll collection systems.

  • Multiple Plazas: The pass is non-transferable and works only at the single toll plaza for which it is issued.

📲 How & When to Apply

  • In-Person / At Toll Plazas: Applications open at eligible toll plaza counters starting November 1, 2026.

  • Online via App: Digital verification and application through the Rajmargyatra app will be fully integrated starting December 1, 2026.

  • Option 1: View required documents and verification steps for applying.

  • Option 2: Compare the local pass with the NHAI All-India Annual Pass.

  • Option 3: Check how to apply using the Rajmargyatra app.

  • The introduction of the new Concessional Local FASTag Pass rules by the Ministry of Road Transport and Highways (MoRTH) and NHAI stems from long-standing operational challenges, local public dissatisfaction, and administrative inefficiencies.

  • 💡 Key Reasons Behind the Rule Update

    1. Massive Financial Relief for Local Commuters

    • The Problem: Previously, local commuters living within 20 km of a toll plaza had to buy monthly passes (costing roughly ₹360 per month or ₹4,320+ per year).

    • The Solution: The new annual model reduces the financial burden significantly to ₹1,500/year (outside municipal limits) or ₹3,000/year (within municipal limits).

    2. Eliminating Frequent Toll Plaza Conflicts

    • The Problem: Toll plazas frequently experienced arguments, traffic blockades, and law-and-order situations when nearby village residents disputed full-fare toll charges for short daily trips.

    • The Solution: A clear, standardized 20 km rule with affordable upfront annual pricing reduces daily friction between local drivers and toll collection operators.

    3. Streamlining Digital Pass Management & Verification

    • The Problem: Local passes previously involved manual paperwork, local physical verification at booth counters, and frequent monthly renewals.

    • The Solution: Integrating local pass verification directly into FASTag and the Rajmargyatra App automates identity and vehicle address cross-checking (via VAHAN DB) for 1 full year.

    4. Preventing Commercial & Unauthorized Misuse

    • The Problem: Commercial vehicles (taxis, light goods trucks) and non-local vehicles frequently exploited loopholes to obtain local exemptions.

    • The Solution: Strict criteria restrict eligibility to private non-commercial vehicles verified by registration address, ensuring concessions go exclusively to genuine local residents.

    5. Urban vs. Rural Economic Balancing

    • The Problem: Flat local fees failed to differentiate between high-density urban toll gates and low-traffic rural highway gates.

    • The Solution: Creating a two-tier fee structure (₹1,500 rural/highway vs ₹3,000 urban/municipal) balances highway maintenance costs while providing fair pricing.
